Course Briefing
This 9-day intensive training program is designed for civil engineers engaged in national and international projects within Bangladesh’s construction sector. The program focuses on strengthening participants’ expertise in project implementation, cost estimation, tender preparation, and quality control—all aligned with local and international standards.


Course Objectives
The objective of this course includes but is not limited to the following:

Grasp core principles of small- and large-scale construction in Bangladesh, including methodologies and strategies to overcome cost overruns and delays.

Apply PWD, RHD, and LGED rate schedules for precise item-wise cost estimation and BOQ analysis in building, road, and rural projects.

Master tender preparation with cost estimation, BOQ integration, and financial viability assessment.

Develop expertise in budget control, cost optimization, and project-specific risk management.
-
Strengthen quality control proficiency per BNBC 2020 and international standards through quizzes, discussions, and the Patenga Jetty case study.
CONTENT OUTLINE

Topic 1:Introduction to Mega and Small-Scale Project Construction & Implementation
- Overview of Infrastructure development and large-scale projects in Bangladesh: Definitions, characteristics, differences in scale, complexity, and challenges
- Key principles of project construction and implementation (scope, time, cost, quality) aligned with Bangladesh standards
-Stakeholder Consultation, such as PWD, RHD, LGED, and other Govt/Non Govt Implementation Authorities

Topic 2:Financial Viability Assessment of Proposed Tender
-Introduction to financial viability assessment: Evaluating tender opportunities , Cost-Benefit analysis, Return on investment (ROI), break-even points etc.
-Key factors in viability checks: Market conditions, project scale, resource availability, potential profit margins etc.
-Preparation of cost estimation: comparison between BOQ/ rate schedule price and and rate schedules to forecast total costs,
-Common pitfalls: Overbidding, underestimating risks, and regulatory compliance costs under PPR.
-Case studies: Viability assessments in Bangladeshi projects, highlighting successes and failures.

Topic 3:Tender Document Preparation
-Overview of tender processes in Bangladesh: Public Procurement Rules (PPR), Types of tenders, and key stages (preparation, submission, evaluation)
-Engineering aspects: Analysis of Technical specifications, drawings, BOQ. Prepare Actual Costing (Item wise real time scenario costing Including Material, Manpower, Overhead, VAT+AIT and other miscellaneous costing) ensuring technical compliance and accuracy
-Financial aspects: Cost estimation using item-wise analysis, schedule of rates, pricing strategies, financial evaluation criteria, and minimizing disputes through accurate BOQs.

Topic 4:Components of Tender Documents Section
-Procurement-related issues: Common challenges in Bangladesh procurement (corruption risks, bidder collusion, delays in approval processes, inadequate bidder qualifications, supply chain disruptions, and compliance with PPR amendments for transparency and e-procurement).
-Components of tender documents: Focusing preparation of tender documents like detail methodology of project implementation, presentation, work plan, preparation of Bill of Quantity with actual costing, man power and equipment requirements etc
Topic 5: Cost Estimation and Item Wise Rate Analysis - PWD Focus (Building Works)​
-Detailed Overview and assement of PWD Schedule of Rates (2022 edition): Breakdown of cost elements (labor, materials, equipment, overhead, profit)
-BOQ analysis: Structure, preparation, and validation using PWD standards; ensuring accuracy in quantities and rates.
-Item-wise analysis for building works: Breaking down components, quantity takeoff, cost estimation using PWD schedules.
-Total cost analysis: Aggregating item-wise costs into overall project estimates, including contingencies and overheads.
Topic 6: Cost Estimation and Item Wise Rate Analysis - RHD Focus (Road Works)
-Analysis of RHD Schedule of Rates (2022, updated March 2023): Focus on road and highway items, comparison with PWD
-BOQ analysis for road works: Developing and checking BOQs for items like pavement and drainage, ensuring alignment with RHD standards.
-Item-wise breakdown for road works: Earthwork, pavement layers, advanced quantity takeoff, probabilistic cost estimation using RHD standards.
-Total cost analysis: Summarizing item-wise estimates into comprehensive road project budgets, factoring in site-specific variables.

Topic 7: Cost Estimation and Item Wise Rate Analysis
-Analysis of LGED Schedule of Rates (2022): Emphasis on rural infrastructure, zonal variations
-BOQ analysis for rural works: Preparing and reviewing BOQs for items like culverts and rural roads, ensuring compliance with LGED standards.
-Item-wise analysis for rural works: Culverts, rural roads, quantity takeoff, cost estimation with regional factors using LGED standards
-Total cost analysis: Integrating item-wise costs for rural projects, including adjustments for remote locations and sustainability factors.
Topic 8: Budget Management & Cost Minimization, Risk Management
-Overview of budget management in construction projects: Planning, tracking, and control using BOQs and rate schedules
-Common causes of cost overruns in Bangladesh.
-Cost minimization strategies: Value engineering, inventory management, local material use, and efficient procurement
-Tools for budget control: Earned Value Management (basic), risk mitigation.
-Introduction to risk management: Identifying, assessing, and mitigating risks in Bangladesh small and large-scale projects.
-Common risks: Environmental, logistics related, financial, and regulatory
-Mitigation strategies: Contingency planning, insurance, and stakeholder coordination.
Topic 9: Quality Control in Infrastructure development Projects, Methodology Development for Project Implementation
-Introduction to quality control (QC)
-QC processes: Planning, inspection, testing, documentation; Quality Assurance Plan etc.
-Developing implementation methodologies: Phased approaches, site management, safety, sustainability.
-Integration: Combining Rate schedules, BOQ, tender documents, cost estimates, risk, quality, and budget for cohesive execution.
